Professional Qualifications
My career has been built around municipal government, legal
services, risk management, and public accountability.
After graduating from one of Ontario's leading Law Clerk
programs in 1999, I began my legal career in Toronto, working in litigation,
labour and employment law, and human rights matters at several prominent law
firms before joining RBC Law Group.
In 2008, I entered public service with the Region of Durham,
where I worked in Insurance and Risk Management before joining the Region's
Legal Services division. During this time, I gained extensive experience in
municipal operations, risk assessment, policy development, and supporting
municipal decision-making.
In 2017, I was appointed Senior Law Clerk for the Town of
Whitby, a position I held until my retirement in 2023. In that role, I worked
closely with senior staff, external agencies, developers, residents, and legal
counsel on a wide range of municipal matters.
Some of my key responsibilities and accomplishments
included:
- Leading the negotiation, drafting, administration, and Council approval process for municipal leases, licence agreements and contracts.
- Drafting more than 50 reports to Council on legal, policy, planning, and governance matters.
- Assisting counsel at more than 20 Ontario Land Tribunal hearings, supporting the Town's position on complex planning and development matters.
- Facilitating public engagement processes on significant community issues, including the legalization of cannabis and potential short-term rental licensing regime.
- Drafting, reviewing, and interpreting by-laws, policies, procedures, development agreements, permits, licences, waivers, and releases.
- Providing legal research and analysis to support Council and staff decision-making.
- Assisting with litigation matters, settlement negotiations, and dispute resolution.
- Managing legal budgets and overseeing financial administration within the Legal Services division.
- Delivering staff education and training programs on emerging legal and municipal issues.
- Participating in corporate committees to ensure projects complied with legislation, Town policies, and risk management best practices.
Throughout my career, I have developed a deep understanding
of municipal governance, responsible financial management, land use planning,
public consultation, contract negotiation, and policy development. These are
the same skills I would bring to Council on behalf of the residents of Ward 2.
