Resident Question: "Where do you stand on the issue of additional dwelling units being used as short-term rentals within the Township?"

During my time working in Legal & Enforcement Services, I was responsible for conducting the public consultation and preparing reports to Council when the Town of Whitby was considering regulating short-term rentals. As a result, I'm very familiar with the challenges these properties can create, particularly regarding noise, parking, and neighbourhood disturbances.

I'm not opposed to short-term rentals in principle, but I would only support their use within additional dwelling units if appropriate regulations and enforcement measures were in place.

At a minimum, I would want to see a principal residence requirement, with the owner living on the property, adequate on-site parking, occupancy limits, municipal licensing, and clear provisions for addressing complaints and repeat violations.

My other concern is enforcement capacity. With Scugog's current By-law Enforcement staffing levels, I would want to understand whether the Township has the resources to effectively administer and enforce additional regulations before supporting their implementation.

I also believe we need to consider the impact on long-term housing availability, as ADUs can provide valuable rental housing opportunities for our community.

Ultimately, I believe there needs to be a balance between allowing property owners flexibility and protecting the quality of life of neighbouring residents. I would want to review the proposed regulations, their enforceability, and the associated costs before making a final decision.
